Instructions

  2. Form the mixture into small balls and refrigerate.
  3. In a saucepan, heat milk and sugar until it boils, then reduce to a simmer.
  4. Add the refrigerated balls and cook until they expand, about 10 minutes.
  5. Add rose water and simmer for additional 5 minutes.
